When soldering the Lynx express on the power up does it make a difference if all 3 Leds light up? I know according to the instructions it says the 5v and 3 v should light up in my case the data link also lights up, should I be concerned?

That is not a big issue and happens every now and then.  If it passes the self test, then you should be good to go.
