Rookie question here - once I build the TX/RX unit and insert the PIC24 device, can I program the PIC directly by just plugging the PICKIT2 programmer into the ICSP socket? Seems simple enough but thought I would ask for clarification.

Yes, the Pic Kit2 will supply everything needed to program the Pic chip.
