No the PIC is not programmed. The board needs to be built before it can be programmed.

Received ETD and started building kit. Have question about 6 pin header. Kit included right angle header, should it have been straight?

It could be straight or angled. The reason for the angled is if you do get the items to make it into a conductor it has to be angled or you will not be able to program it. The angled one does make it inconvenient to program it while it is in the case.
