3.3v and led's not lit, but 5v light is on

I have a couple LE that when I plug them in I only get 5v lit.  Are there any simple issues that could cause the 3.3 and LED's to  not light up?

Does the LE function?  Might just be the LED placed in backwards with the wrong polarity.

I figured out that it is too cold.  I put a sunflower heater up next to it for about 5 minutes and then plugged it in and it works fine.

Some folks recommend putting a small light in the box with the LE in colder locations. Something like a C7 or C9 connected directly to the power input.

Here in Georgia, we don't have those issues...
