does vixen need to be running for the scheduler to work? Will it start if the computer were rebooted after the nightly start time?

Yes it does. To do what you want you'll need leave power on to the lights. Put your computer power strip on a timer and set up vixen in you startup folder so it launches when your computer starts. You can also set Vixen to auto shutdown your computer at the end of the night.
