3.3 not lighting up nor the led panels, worked last year

Version 3 board, took a good board and swapped out all chips to see if that was the problem and no luck, I also swapped out the fuses and that didnt help either. Any ideas, these were working last year.

Need a little more info. Did you swap the voltage reg is that the chip you swapped?

Try removing all the chips and see if it comes on.
